And mabye 20% weapon bonus
Although... you can give yourself a condition, but you cant give yourself a hex. I dont tinhk this could create any balance problems, but could be the reason it is not included.

Touch of Agony, and Signet of Blind dates (Midnight) are possible exploits, -3 but on weapons make it 15% more DMG, and would this apply before or after weakness?

Conditions are much easier to remove compare to hexes. Plus, conditions don't last that long.

Why not. When I PvP as a warrior, I get conditions often.

All the bonuses for hexes should be available for conditions as well

Being able to give yourself a condition has to be the reason this isn't in the game. I can't think of it, but I'm sure somebody will find a way to exploit this. Touch of Agony + Mending (cast on you by somebody else on your team obviously) would result in no degen... Someway, somehow, this is not a good idea (I can already invision the new age Wammo, now with Martyr). Somebody cleverer then me will figure it out.
Plus it crimpes new skill development in future chapters. Next time a.net makes a skill like Chillbas (m/s?) or some other self inflicting condition, they will have to evaulate it everytime just so warriors can't exploit it. I'm picturing some skill that doesn't exist yet that can self-inflict Dazed (with as many planned Chapters as there are, I'm sure it will come eventually). A pure warrior wouldn't care.
